Head of Service Yemi-Esan Addresses HND and B.Sc Controversy

Dr. Folasade Yemi-Esan, the Head of Service of the Federation (HoSF), has addressed the ongoing controversy surrounding the treatment of Higher National Diploma (HND) and Bachelor of Science (B.Sc) graduates within Nigeria’s civil service. Responding to inquiries from Mr. Ayodele Hassan, a level 14 civil servant, Yemi-Esan highlighted the differences in the curriculum between HND and B.Sc programs.


Mandatory Training for HND Graduates

Yemi-Esan explained that HND graduates are required to undergo a mandatory one-year training before they can be converted from the Executive cadre to the Officer cadre. This requirement is part of the civil service’s efforts to standardize qualifications and competencies across different educational backgrounds.


Civil Service Week Celebration

Yemi-Esan made these remarks during a virtual meeting with civil servants, held as part of the 2024 Civil Service Week celebrations in Abuja. The theme for the week was "Educate an African Fit for the 21st Century: Building Resilient Education Systems for Increased Access to Inclusive, Lifelong, Quality, and Relevant Learning."


Adoption of Performance Management System (PMS)

Yemi-Esan also discussed the adoption of the Performance Management System (PMS) within the Nigerian Civil Service. This new system has been implemented to enhance efficiency and accountability. The PMS Policy and Guidelines have been distributed to all Ministries, extra-ministerial Departments, and Agencies (MDAs), with core teams established for implementation.


Role of Permanent Secretaries in PMS

The HoS emphasized that the implementation of PMS has been cascaded to the Ministries, with Permanent Secretaries serving as primary drivers. Performance contracts are to be further cascaded down to the last officer in each MDA. This system will assess each officer’s performance based on their respective Key Performance Indicators (KPIs), enabling the tracking of job objectives across all MDAs.


Linking Individual Goals to National KPIs

Yemi-Esan noted that this system allows each officer to clearly link their personal goals and objectives with those of their department, their Ministry, and the national KPIs. This alignment aims to improve overall performance and accountability within the civil service.


Digital Transformation in Civil Service

Furthermore, Yemi-Esan highlighted the digitalization of work processes within the Federal Civil Service as a significant aspect of the ongoing transformation. This move towards digitalization is seen as a critical step in enhancing the efficiency and effectiveness of civil service operations.
